We pay for a government monopoly at the point of a gun. The NAP does not override self-defense, but it would not have accepted FDR's attempts to provoke American entry into WWII. No, a libertarian society would respect migration as an essential aspect of liberty, would not attempt to prevent people from entering the market as a supplier or consumer, from engaging in voluntary work contracts, etc.
