I really shouldn't have to explain a cartoon, but if you are not from Illinois, this is a depiction of tax hike advocate House Speaker Madigan (D) and Gov. Rauner. Madigan is a long-time spendthrift, almost always in power over decades. (I think the GOP has been in the House minority except for one 2-year term during that period.) Rauner is the first GOP governor since Blagojevich was elected over a decade ago and is battling the tax-and-spend Dems and chronic finance, including pension, woes. Madigan, of course, doesn't want to do the politically unpopular thing of having to cut spending and is trying to scapegoat decades of bad public policy on Rauner.
