there are other contexts, e.g., you are outnumbered and basically on your own. You would be dead far before the police showed....(Would I bring one to a street concert?) It depends. If I thought Antifa might show up. (What about rifles predating bans?) It goes beyond that. Prohibitions never work. People just go to the black market. Or, e.g., someone publishes a 3D design on the Internet where you could download and make it with your personal 3D printer.
