Well, I don't think one should side against classically liberal principles and values. Jesus was supportive of free will and made a point of exposing the hypocrisy of the proud Pharisee. I do think that Leo was troubled by religious pluralism and the separation of church and state and a declining trust in the religious hierarchy and weakening hold of Catholicism in the daily lives of Americans.
I disagree with the entanglement of the Church with the State, which I see as a corrupting scandal over the years (religious wars, the Inquisition, etc.) Jesus Himself didn't flinch when His disciples argued that His words were too hard; He didn't water down Hid message to pander to the masses.
I think, if anything, that the Vatican II reforms have created far more confusion and declining influence of the Church than classical liberalism. In fact, Pope Francis has contributed to the issue with morally ambiguous statements like "who am I to judge (gays)?" Many "progressives" like Nancy Pelosi recreate the Church in the prism of their political principles and are in a state of denial about the Church's moral teachings; the Church has seen dramatic declines in mass attendance and vocations; universities are Catholic in name only. These are far more serious issues than Leo was caricaturing in his encyclical.
