This is a monstrous lie by someone trying to rationalize a vengeful crime against humanity. The fact of the matter is that Japan, a land with few natural resources, had its supply lines cut off for a year before surrender: a surrender that was essentially on the same terms offered to FDR before Yalta. No credible general believes this self-serving propaganda/garbage (Eisenhower and MacArthur didn't).
