This does appear to be much ado about nothing--just poor editing. My understanding is that you need to be nominated for an appointment, and there's no guarantee of acceptance. I see no reason to doubt that Carson's academic record would have warranted a nomination--but he knew there was a military obligation associated with an appointment. Now my understanding of a full-ride scholarship is there are no strings attached (other than stipulations, say, about academic performance during enrollment), 

Now most likely he was encouraged to apply and informally told it was a cinch he would get an appointment with his record. Now, as far as I am aware, a med school option for military academies was introduced in 1979. (He graduated from Yale 6 years earlier.) So if Carson had earned a commission, his med school ambitions would have been deferred for several years.

(IPI). The pension plan for Illinois lawmakers is the most bankrupt of the 5 state-run pension plans – it only has $0.16 for every dollar it should have today to meet its future obligations.
With no unions to oppose reforms, Illinois politicians should lead by example and transition their own pensions into self-managed plans such as 401(k)s.
All public compensation issues should be settled by voters, not self-serving political whores.
