(Reason). Even if you think upward adjustments in the minimum wage won't necessarily result in job losses, is it really plausible that LA's rather large hike won't eventually cost a fair number of jobs?
Since only a tiny fraction of people make the minimum wage, the effects may be difficult to measure. Employers may respond in a variety of ways, including reduced work hours, higher job responsibilies and hiring criteria, transfers among compensation or other labor expenses (e.g., training cuts), labor substitutes (technology), etc. A large plurality of minimum wage jobs are with smaller businesses, already operating with thin margins; there's a reason crony big businesses often support imposing higher cost structures on smaller competitors.

The bottom line is the law of supply and demand still holds You still can't force businesses to hire people for more than they contribute to the business. And pricing lower-skilled/inexperienced younger workers out of the labor market is morally corrupt/
