(Illinois Policy). Governor Bruce Rauner has announced that he plans to have a bill introduced banning lawmakers from making money as property tax appeals lawyers.

House Speaker Mike Madigan has earned millions of dollars appealing the assessed values of some of the most expensive properties in the state through his law firm, Madigan & Getzendanner. Every dollar Madigan earns back for his corporate clients makes someone else’s property tax bill go up. It falls on the shoulders of Cook County residents not savvy enough to hire a politically connected law firm to appeal their property taxes, or who refuse to play the game altogether.

The governor also announced plans to sign an executive order barring the state’s Property Tax Appeal Board from hearing cases brought by lawmakers working as property tax lawyers.

No. As much as I dislike Madigan and question his ethics, the issue of conflict of interests should be decided by an ethics panel (e.g., the legislature), not by special-purpose laws that violate the generality of the law.

[Respondent], who said that Madigan would be in control? No, the issue is the arbitrary limitations to single out a political opponent, and the fact that what goes around, comes around, i.e., it won't stop at Madigan.

Rauner is brandishing a double-edged sword. This is not good policy. What you guys should be doing is creating the Illinois version of CA Proposition 13.
