I think this may be a reprise clip. The reason I'm emphasizing the video was a recent Facebook neo-con troll arguing my position on Trump's flagrantly unconstitutional strike on Syria. The troll was basically arguing (indirectly) that the War Powers Act basically gives the President a 90-day window to engage in war activities without checking for Congress. (Of course, Presidents since Nixon don't like the 90-day constraint which they see as a limitation on their role as Commander in Chief.). Napolitano is arguing that Presidents don't have any such wild card authority, e.g., they are bound by ratified treaties, etc. He is also arguing (not to this level of specificity) that the Congress can't simply delegate its war-declaring authority to the Executive Branch, even if it wanted to: that would require a ratified Constitutional amendment. He explains why the judicial branch is sidestepping the law's unconstitutionality.

Ronald A GuillemetteFaye Wh First of all, even if you buy into the dubious notion that Assad did this and it's not a false flag attack, Trump's attack was mostly symbolic. It didn't take out Syria's air force, it didn't target any chemical facility; what it did do is cost American taxpayers millions of dollars, violate the Constitution and the UN charter.

Nobody is saying Assad is a decent human being. But we can't be the world's policeman. And you're forgetting the fact that over 99% of the civilian casualties in this war were killed by conventional arms, not chemical attacks. It's more like you're saying it's better that father killed his child with a bullet than carbon monoxide poisoning.
